I can't seem to figure out what's causing this issue:
I'm using a custom command:
usepackage[colorinlistoftodos,textsize=tiny]{todonotes}
newcommandx{gw}[2][1=]{todo[linecolor=orange,backgroundcolor=orange!25,bordercolor=orange,#1]{#2}}
It happens even with the regular todo command. Also, the notes get cut off at the bottom of the page:
